and fair sharing of community costs.

Yes on Measure 14 Amends constitution: removes historical racial references in obsolete sections of Oregon constitution.

An effort to address historic racism in the state constitution.

Yes on Measure 18 Amends constitution: allows certain tax districts to establish permanent property tax rates and divide into tax zones.

Creates more fair and consistent local tax system for rural taxpayers. Fixes some of the problems created under Measure No. 47 property tax limits. .

No on Measure 21 Amends constitution: revises procedure for filling judicial vacancies, electing judges; allows vote for "none of the above."

Current system provides a balance of power between the publicıs right to elect judges and the Governor's ability to appoint them to fill vacancies; longer unfilled vacancies of judicial posts means more backlog for civil cases, especially in small-town and rural Oregon. Unopposed judges would have to raise money in order to run a campaign against "none of the above.".

No on Measure 22 Amends constitution. Creates judicial districts and requires judges of the Oregon Supreme Court and the Oregon Court of Appeals who are appointed or elected to reside within their district.

Local districts already elect judges at district level. Supreme Court and Court of Appeals serve the entire state, and should be elected by the whole state. Reduces number of appellate judges each Oregonian can elect from 17 to 3. .

Yes on Measure 23 Creates health care finance plan for medically necessary services; creates additional income, payroll taxes.

Attempts to create health care for every Oregonian..

Yes on Measure 25 Increases Oregon minimum wage to $6.90 in 2003; increases for inflation in future years.

Moves minimum wage closer to a living wage standard, and provides for inflation. .

Yes on Measure 26 Amends constitution: prohibits payment, receipt of payment based on the number of signatures obtained.

Reduces incentives for fraud in signature gathering process. Promotes integrity of citizen initiative process..

Yes on Measure 27 Requires labeling of genetically-engineered foods sold or distributed in or from Oregon.
